PROBLEM TO BE SOLVED: To provide a valve timing adjusting device having excellent responsiveness to phase control irrespective of the pressure of a working fluid. SOLUTION: A check valve 90 is installed in a retard-angle passage connected to a retard-angle hydraulic pressure chamber. A control valve 100 is installed in a retard-angle passage branched from the retard-angle passage. Even if a vane rotor 21 receives torque variation from a camshaft 20 when the vane rotor 21 is controlled to a target phase on the retard-angle side in the reverse direction to the pressing direction of a spring 18, a hydraulic oil is prevented from flowing out of the retard-angle hydraulic pressure chamber in which the check valve 90 is installed. The hydraulic oil is prevented from flowing out of the other retard-angle hydraulic pressure chambers by preventing the hydraulic oil from flowing out of one retard-angle hydraulic pressure chamber of a plurality of retard-angle hydraulic pressure chambers. Since the vane rotor 21 is prevented from returning from a target phase to the advance-angle side during phase control, the vane rotor 21 can rapidly reach the target phase.
