PROBLEM TO BE SOLVED: To prevent a degradation in image quality generated in an electrophotographic image-forming means using multibeams or in an electrophotographic image-forming means using a scanning optical system by means of a polygon mirror. SOLUTION: The dither matrix optimization device evaluates by an assessment means 4, image data generated according to the dither matrix on the basis of the frequency of appearance of dots generated in each beam of the multibeams or the frequency of appearance of dots formed by scanning each reflecting surface of the polygon mirror, executes by a hereditary algorithm processing means 2, a hereditary algorithm processing on the basis of the fitness of the dither matrix determined on the basis of the assessment result, and in a dither data output means 5, outputs the dither matrix from the gene information formed. This can alleviate an influence to the image quality even when there is a difference of light amount in each beam of the multibeams or when there is any unevenness in the reflecting surface of the polygon mirror, so that the degradation of image quality can be prevented.
