PROBLEM TO BE SOLVED: To prevent a tension value from varying even when the inclination of an arm on which a pulley is mounted is changed in a feedback tension unit for imparting tension to a fin material which is fed to a working device. SOLUTION: The pulley 214 which is mounted to the tip of the arm 213 is constituted so as to move only in the vertical direction while keeping a position in the horizontal direction when the inclination of this arm 213 is changed. Because the fin material 101 which is wound around the pulley 214 is always pulled from the z-axis direction even when the inclination of the arm 213 is changed, the variation of the tension value imparted to the fin material 101 is suppressed.
