<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of highly accurately controlling an amount of toner with which a toner image is formed on an image carrier. <P>SOLUTION: The image forming apparatus includes: the image carrier; an optical density detecting means having a light emitting part and a light receiving part, which are disposed opposite to the image carrier; and a control means for controlling image density based on a toner output reference value and an output from the optical density detecting means relative to a detection toner image formed on the image carrier and the base of the image carrier.
