PROBLEM TO BE SOLVED: To provide a developer carrier manufacturing method for manufacturing a developer carrier achieving improvement in durability and having excellent developing characteristic, and also provide the developer carrier, a developing device, and an image forming apparatus. SOLUTION: The method for manufacturing the developer carrier made cylindrical and having a rugged part for carrying developer on its outer peripheral surface, includes: a stage for preparing cylindrical base material 300A to be the developer carrier; and a stage for forming the rugged part by pressing a first die 220 and a second die 230 for forming the rugged part on the outer peripheral surface of the base material 300A. A rugged part forming area in the stage for forming the rugged part is an outer peripheral surface part nearer to a center part side in the axial direction of the base material 300A than the contact part of the inner peripheral surface of the base material 300A with the outer peripheral surface of a flange member 310A.
