PROBLEM TO BE SOLVED: To provide a heating floor which does not cause uncomfortable feeling even in the case of setting a hot water supply temperature of a hot water panel for floor heating at 40 to 50°C to save energy. SOLUTION: The notch part complement member 28 for the hot water panel for floor heating covers hot water pipes 12, 13 and pipe joint 14 exposed at a notch part 7 of the hot water panel 2 for floor heating and complements the notch part 7. A required number of storing part forming projections 32, 33, 34 tall enough to secure thickness of the notch part complement member 28 are provided with a clearance between them on a lower surface of a square substrate 29 in a layout where storing parts 30, 31 of the hot water pipes 12, 13 and the pipe joint 14 are formed. A space 38 for communicating with the storing parts 30, 31 via the clearances 35, 36, 37 between the storing part forming projections 32, 33, 34 is provided at approximately all remaining area of the lower surface of the substrate 29.
