PROBLEM TO BE SOLVED: To provide a thread speed detection device capable of accurately detecting a traveling speed of the thread in a thread winding device provided with a package drive motor 41 for rotating/driving winding bobbins 6, 7 for winding the thread and a traversing device 5 driven separately from the motor 41 and traversing the thread at winding of the thread. SOLUTION: The thread speed detection device for the thread winding device is provided with a means 73 for detecting a thread layer peripheral surface movement distanceΔPLs in a circumferential direction of a peripheral surface of the thread layer formed by winding the thread 4 on the winding bobbins 6, 7; a means 74 for detecting a traverse movement distanceΔTLs of the thread in a width direction of the thread layer; and a thread speed operation means 77 for inputting theΔPLs detected by the thread layer peripheral surface movement distance operation means 73 and theΔTLs detected by the traverse movement distance operation means 74 respectively, calculating the thread layer peripheral surface movement distance and the traverse movement distance per the time required for that the thread is moved by n traverse stroke degree (n≥1) from the inputtedΔTLs andΔPLs and determining the traveling speed of the thread based on the calculation result.
