A nonoriented electromagnetic steel sheet that exhibits high strength, being low in high-frequency iron loss; and a process for producing the same. There is provided a nonoriented electromagnetic steel sheet characterized by being composed of, by mass percentage, 0.02% or less C, 1 to 4% Si, 1% or less Mn, 0.2% or less P, 0.03% or less S, 0.1 to 3% Al, more than 1 to 4% Cu and 0.02 to 0.3% the sum of at least either Ti or Nb, optionally together with 0 to 0.3% V, 0 to 0.3% Zr, 0 to 2% Ni and 0 to 0.010% B, and the balance Fe and impurities.
