PROBLEM TO BE SOLVED: To realize a highly efficient PDP (plasma display panel) by securing service life of the PDP, and reducing voltage level of driving voltage. SOLUTION: The plasma display panel includes a front surface plate 1 and a back surface plate 2 installed facing each other with a separating wall 13 in-between, so that a discharging space 15 is formed inside. The front surface plate 1 includes a display electrode 7 composed by a scanning electrode 5 and a sustaining electrode 6 in face to face with each other with a discharging gap 4 in-between, a dielectric layer 8 covering the display electrode 7, and a protecting layer 9 covering the dielectric layer 8 on a substrate 3. The back surface plate 2 includes an address electrode 11 crossing with the display electrode 7 on a substrate 10; and at least a material layer 18 which is selected from an oxide, a fluoride, a simple substance compound or a mixed compound belonging to group II metal excluding Be and Mg is placed as a part of the protecting layer 9, in a region facing the discharging gap 4 which is exposed in the discharging space 15.
