PROBLEM TO BE SOLVED: To start a high-capacity program without using a number of nonvolatile memory. SOLUTION: The built-in type controller 1A having a network function comprises a program location data including a plurality of pieces of location information for programs to be started at the time of booting. When booting, the plurality of pieces of location information contained in the program location table are referred to, and when a program is present in a location shown by the location information, the program is stored in a memory 12 and started.
