PROBLEM TO BE SOLVED: To operate an internal combustion engine to meet regulation requirements even when the regulation requirements are changed to different ones during the operation. SOLUTION: The internal combustion engine 2 has a storage medium 4 and an information management device 5 connected to the storage medium 4 and having a communication means 25. In the method of operating the internal combustion engine 2, the information on operational limit and operating conditions of the internal combustion engine 2 according to the operational limit are recorded in the storage medium 4 beforehand. The storage medium 4 and the information management device 5 are connected to the control device 3 of the internal combustion engine 2. The operating conditions of the internal combustion engine 2 are changed over by the information management device 5 functioning as an operating condition changeover means according to the regulation requirements specified by an authentication authority 10 or a service provider 15.
