A plasma display panel is provided to improve response speed and emission stability by controlling diffraction strength of an MgO protective layer. First and second substrates(1,11) are arranged in parallel at a preset interval. Plural address electrodes(3) are formed on the first substrate. A first dielectric(5) is formed on the whole surface of the first substrate to cover the address electrodes. Plural partitions(7) are provided in a predetermined height with the first dielectric and form discharge spaces. A fluorescent layer(9) is formed in the discharge space. Plural display electrodes(13) are arranged on a surface of the second substrate opposite to the first substrate to cross the address electrodes. A second dielectric(15) is formed on the whole surface of the second substrate to cover the display electrodes. A protective layer(17) coats the display electrodes and includes MgO. X-ray diffraction strength with respect to a [111] surface of the MgO is A. X-ray diffraction strength with respect to a [220] surface of the MgO is B. X-ray diffraction strength with respect to a [200] surface of the MgO is C. It is satisfied that A :(B + C + D) = 6 : 4 to 10 : 0 or (A + B) : (C + D) = 8 : 2 to 10 : 0.
