Provided is a coating agent composition for forming a reflecting layer, whereby the reflecting layer is inexpensively mass-produced in a simple manner without causing air pollution and water pollution and has high reflectivity. The coating agent composition for forming a reflecting layer contains silver complexes obtained by reacting at least one silver compound with one or two or more ammonium carbamate- or ammonium carbonate-based compounds selected from the following formulae 2-4. In the formulae, R1-R6 are independently one of substituents selected from hydrogen, C1-C30 aliphatic or alicyclic alkyl groups, aryl groups or aralkyl groups, substituted alkyl and aryl groups, and heterocyclic compounds and polymer compounds and derivatives thereof, except that all of R1-R6 are hydrogen.
