A device for minimizing the number of call drops and improving speech quality during inter-MSC(Mobile Switching Center) hard handoff and a method thereof are provided to periodically transmit a pilot measurement signal to a base station, in order to increase a success rate of the inter-MSC hard handoff. In case a condition for sending a PSMM(Pilot Strength Measurement Message) to a serving base station is satisfied, the PSMM is transmitted to the serving base station(301,303). It is checked whether a PPMRO(Periodic Pilot Measurement Request Order) is received from the serving base station(305). If so, a PPSMM(Periodic Pilot Strength Measurement Message) is transmitted to the serving base station(307). It is checked whether an HDM(Handoff Direction Message) is received from the serving base station(309). If so, handoff is conducted, and an HCM(Handoff Completion Message) is transmitted to a target base station(313,315). Base station information is received from the target base station(317).
