A flexible pre-insulated pipe and a manufacturing method thereof are provided to prevent warm water which flows on an inner pipe from being polluted by tightly sealing the inner pipe and a lagging material from an external part. A flexible pre-insulated pipe includes an inner pipe(510), a wrapping material(530), a lagging material(520), and an outer appearance(540). The inner pipe transfers a liquid body. The wrapping material forms and wraps an empty space along the inner pipe and the outer circumference plane. The lagging material is formed by forming polyurethane foam between the inner pipe and the wrapping material. The outer appearance is formed by spreading low density polyethylene on the outer circumference plane of the wrapping material. The wrapping material which is vinyl coated by an aluminum thin film prevents outer air from being infiltrated into the lagging material and the inner pipe.
