A manufacturing method and an apparatus of salt water soft ice are provided to prevent an increment of a concentration of salt in left cold salt water at an ice making tank. An manufacturing apparatus of salt water soft ice includes an ice making tank(10), an ice maker(20), and a circulation unit(21). A heat insulation cover(11) is attached to the ice making tank to charge cold salt water(A). The cold salt water is to congeal the cold salt water into an ice micro-crystal(M). The circulation unit discharges the cold salt water at a bottom of the ice making tank into the ice maker with a slow moving velocity and returns from the ice maker to the bottom of the ice making tank. A drain device(15) is further installed to extract a whole or a portion of salt water in the ice making tank to a bottom side of a pierced plate in the ice making tank or a water level adjustment tank(16).
