A robot control device and a robot system are provided to extend a connection cable along a side of a casing member by having a stepped unit having the connection cable which is connected to a connection unit. A robot control device includes an industrial robot, an operator control unit, a casing member(2), a connection unit, and a stepped unit(8c). The robot control device is connected to the industrial robot by the connection cable. The industrial robot mounts an operator. The operator control unit controls the operator. The casing member receives the operator control unit, and has a side plane. The connection unit is connected to the connection cable. The stepped unit is installed on a side plane so that the side plane of the casing member has at least one of a protrusion unit(8a) and a concave unit(40a). The connection unit is installed on the stepped unit so that the connection cable is arranged on the side plane of the stepped unit in state that the connection cable is extended along the side plane of the stepped unit.
