A semipermeable composite membrane which is excellent in water permeability and salt rejection and is extremely reduced in the amount of an unreacted polyfunctional amine ingredient remaining in a porous support. The semipermeable composite membrane comprises a porous support and, formed on the surface thereof, a skin layer comprising a polyamide resin obtained by the interfacial polymerization of a polyfunctional amine ingredient and a polyfunctional halogenated acid ingredient, and is characterized in that the porous support comprises a base and a finely porous layer formed thereon and the base after a membrane cleaning treatment has a content of the unreacted polyfunctional amine ingredient of 0.5 mg/m^2 or lower.
