A communication system using a protocol structure is provided to design a protocol and reduce time for signal-processing by forming the protocol with a mixed structure of vertical and horizontal structures. A communication system using a protocol structure includes a first layer(31), a second layer(32), and a third layer(33). The first to third layers(31,32,33) of a protocol form a vertical structure. A sub layer of the third layer(33) is formed in a mixed structure of vertical and horizontal structures. The third layer(33) includes RR(Radio Resource management), MM(Mobility management), and CM(Connection management) sub layers(33a,33b,33c). Each of the RR and MM sub layers is designed in an independent horizontal structure. The CM sub layer is designed in a vertical structure with respect to the RR and MM sub layers. The CM sub layer is an upper layer of the RR and MM sub layers, and controls the RR and MM sub layers.
