The tank comprises outwards evacuating unit consisting of a discharge (13) with controlled flow not less than the specific value, a secured overflow (14) arranged at a higher level, and a vortex regulator. The evacuation level with controlled flow and the higher level of overflow of the tank defines a retention volume between both the levels. The specific value is equal to a maximum flow in dry weather, which exists in an entry of the effluent treatment device. The cumulated surface of the reed-type filter and the pond is lower than 6.5 m2>/60 g of pollution received per day in an average of dry weather. The pollution is expressed in biological oxygen demand on 5 days. The evacuation level with controlled flow is connected to the vortex regulator. The reed-type filter comprises tanks to be traversed in an alternate way by cross flow.
