<P>PROBLEM TO BE SOLVED: To provide a counter electrode excellent in corrosion resistant property and a manufacturing method of the same, and provide a photoelectric conversion element excellent in long-termed stability by utilizing the counter electrode, and a manufacturing method of the same. <P>SOLUTION: The photoelectric conversion element has a porous oxide conductor layer carrying sensitizing dye, an action electrode serving as a window electrode, and the counter electrode arranged in opposition to the action electrode through at least a part of an electrolyte layer.
