PROBLEM TO BE SOLVED: To display information so that a user can easily recognize it on a three-dimensional map.

SOLUTION: A region division image preparation part 53 acquires region division images by dividing a three-dimensional map as the map of a three-dimensional image into regions for every attribute of a display object displayed on the three-dimensional map. An icon application target acquiring part 17 determines the target display object to which an icon expressing information relating to the display object is attached among a display object displayed on the three-dimensional map. Also, an icon position acquiring part 54 determines an icon display position where an icon to be attached to the target display object is displayed based on the position of the target display object and the region division images, and a three-dimensional plotting data reading part 55 generates the three-dimensional map where the icon is displayed at the icon display position. This invention may be applied to a car navigation device or the like.
