<P>PROBLEM TO BE SOLVED: To provide an apparatus and method for controlling a bit rate so as to optimize video images, even in an unstable network. <P>SOLUTION: The video data compression apparatus includes a network monitor unit 852 for determining an initial value of a network parameter; a coding complexity control scalar generating unit that uses an initial bit rate, corresponding to the initial value to calculate an initial perception model definition parameter, discriminates whether the network parameter is revised, establishes a target bit utilizing range with respect to a present video frame, on the basis of the revised network parameter when the network parameter is revised, sequentially calculates model reaction parameters and a perception model correction parameters by using the range, and corrects a present perception model definition parameter, depending on the perception model correction parameter and a bit rate of a preceding frame; and a video compression unit 854 that includes a quantization unit, a motion compensation unit, and a coding unit and receives coding complexity control scalar to compress video data. <P>COPYRIGHT: (C)2007,JPO&INPIT |
