PROBLEM TO BE SOLVED: To provide a base board made of a fluorescent material with good appearance in lighting and clearly visible in the dark, the fluorescent material containing a black, brown or thick gray pigment. SOLUTION: A base board is provided, which is made of a fluorescent material, especially one comprising strontium aluminate mother crystal, boron, europium, dysprocium, or one whose fluorescent material contains a black, brown or thick gray pigment, or one whose fluorescent material contains a thermoplastic resin, especially hard or soft vinyl chloride, polypropylene resin, urethane resin, acrylic resin, olefin based elastomer, silicone resin or ABS resin.
