PROBLEM TO BE SOLVED: To provide a paper feeder capable of holding a top face of a printing paper sheet in a horizontal condition while having a simple constitution, and preventing any defective conveyance. SOLUTION: The paper feeder comprises a paper setting base 31 for placing a printing paper sheet S thereon, a fluctuation member 32 hinged to the paper setting base 31 so as to change the angle of intersection between a top face and a top face of the paper setting base 31, a suction belt 18 for sucking and holding the highest printing paper sheet S, and an air nozzle 19 for blowing air to a tip of the printing paper sheet S. In the paper feeder, the printing paper sheet S on the paper setting base 31 is sucked and held at a part in a vicinity of an end of the top face by the suction belt 18, and conveyed to the subsequent step. The paper setting base 31 rises corresponding to the change in height of the top face of the printing paper sheet S associated with the printing. As the paper setting base 31 is elevated, the angle of intersection between the top face of the fluctuation member 32 and the top face of the paper setting base 31 approaches to 0°.
