PROBLEM TO BE SOLVED: To provide an elevator evacuation operating device capable of more rapidly and reliably performing evacuation than evacuation only by an evacuation stair. SOLUTION: The elevator evacuation operating device comprises a report and display device 2 installed on each floor of a building, an operation management database 30 for storing the number of persons present on each floor, the maximum number of waiting persons on an evacuation floor, the elevator conveying capacity, and the time of movement on an evacuation stair for the persons present on each floor, an evacuation timing operation means 150 which adds the number of persons present on each floor successively for the floors above the evacuation floor, determines the order of evacuation by grouping the floors for evacuation so that the added number is within the number of the maximum waiting persons on the evacuation floor, calculates the evacuation and guide timing in the order of evacuation of the evacuation groups based on the conveying capacity of the elevator and the time of movement of the persons present in the building by the evacuation stair, and establishes the evacuation time table, and an evacuation operation control means 110 for performing the evacuation guide to the evacuation floor by a report and display device 2 to the persons present in the building based on the evacuation time table, and performing the reciprocal operation of the elevator between the evacuation floor and the escape floor.
