PROBLEM TO BE SOLVED: To provide an IP communication terminal and an IP communication method in which voice level can be regulated to a target level by detecting whether a connection end terminal is an IP communication terminal or a general telephone. SOLUTION: The IP communication terminal comprises a packet processing section 12 connected with an IP network and performing processing for taking out voice data from a received IP packet and transmitting the voice data as an IP packet, and a voice processing section 13 for producing a voice signal by decoding the voice data thus taken out and producing voice data by encoding an inputted voice signal. The IP communication terminal further comprises a connection information detection means 14 acquiring information for estimating voice loss in a communication path with the connection end terminal in processing at the packet processing section 12 or the voice processing section 13, and a voice level alteration means 13a performing gain regulation of the voice signal based on that information.
