PROBLEM TO BE SOLVED: To allow a controller that inputs and outputs control signals for a subject of control to implement a heavy process such as generating an encryption key, without affecting a supervisory control process, i.e., a main process. SOLUTION: A signal state supervising process part 702 supervises the input/output states of control signals to and from a signal processing part 701 and records the input/output states as a signal state history 703. Based on the signal state history 703 recorded, a signal state statistical processing part 704 implements statistical processing and creates signal statistical information 705.
