摘要 <p><P>PROBLEM TO BE SOLVED: To realize improvement of speed by remarkably reducing processing load imposed on conversion, and to maintain image quality before encoding conversion, even in the case of conversion to an encoding system having a large number of prediction modes. <P>SOLUTION: An extractor 11 extracts code information of a first encoding system. A decoder 12 decodes the code information into pixel information. An estimator 13 hierarchically combining an easy evaluating function and a strict evaluating function estimate a prediction mode of a second encoding system, using the code information from the extractor 11 and the pixel information from the decoder 12 and utilizing an edge direction determined on a frequency region.
