PROBLEM TO BE SOLVED: To provide radio communication devices for communicating with each other which can effectively suppress communication collisions while sharing communication channels, and to provide a radio communication system. SOLUTION: The radio communication system is provided in which a road-side communication device and onboard communication devices 100 and 101 perform road-vehicle communication and inter vehicle communication with each other and partially share a plurality of communication channels during the communication, wherein the road-side communication device 105 has a reception area D larger than a transmission area A thereof, and the transmission area A is smaller than respective communication areas (reception areas as well as transmission areas) B and C of onboard communication devices 100 and 101, and the reception area D is larger than the communication areas B and C. It is preferable that the reception area D is an area covering positions of vehicles capable of communicating with the onboard communication device 100 of a vehicle being within the transmission area A. The road-side communication device 105 sets a communication channel for use in road-vehicle communication and a communication timing by carrier sensing of inter vehicle communication within the reception area D.
