PROBLEM TO BE SOLVED: To provide a traffic information generating device capable of generating traffic information of a nationwide scale with little business investment, a vehicle position information specifying method and a vehicle position information specification program. SOLUTION: The traffic information generating device 2 inquires a portable telephone 1 with the power supplied, and receives its response to monitor area information of a base station 4 with which the portable telephone 1 performs communication. When the area information of the base station 4 changes, the traffic information generating device 2 specifies position information before and after the change, acquires travel distance from the position information, calculates a traveling speed of the portable telephone 1 from the travel distance, and generates and outputs traffic information on the basis of a difference between the calculated traveling speed and legal speed information corresponding to the position information.
