PROBLEM TO BE SOLVED: To provide an apparatus for producing a composite sheet in which functions corresponding to a held functional material are developed uniformly. SOLUTION: The apparatus for producing the composite sheet is equipped with rolls 11 and 12 having uneven shapes engaging with each other in the circumferential parts, a suction means 13 which makes suction force act on a first sheet 2 supplied to the engagement parts of the rolls so that the first sheet 2 is held on the circumferential part of the first roll 11 and makes the suction force act through the first sheet 2 so that the functional material is held on the first sheet 2, and a supply means 14 which supplies the functional material to the first sheet 2 held on the first roll 11.
