Damping device has a damper (11) which comprises first section (14) and a second section (15) rotating with reference to the first section. The damper is received in the housing (13). The transition element (12) is connected in torque proof manner with the first section or the second section. The transition element is connected in torque proof manner with the seat or the cover of a WC-seat. Housing forms bearing for the transition element. An independent claim is also included for the WC-seat.
