PROBLEM TO BE SOLVED: To provide a programmable controller capable of executing a program created by a state chart modeling by defining a description method for uniquely determining transition when a plurality of events simultaneously occur on a state chart. SOLUTION: A CPU unit is provided with a user program memory including an area for storing a state chart and an area for storing actions and activities to be executed in accordance with transaction, and a program executing means for executing a corresponding action and/or activity following the transition. When a plurality of transitions are simultaneously established, the CPU unit refers to the priority of each of preset transitions, executes the highest set transition and executes an action and an activity following the transition.
