PURPOSE:To correctly extract a character string by performing an extraction based not only on a position relation between partial character strings, but on a character which constitutes a specified character string on an objected drawing, or the kind of the partial character string. CONSTITUTION:A bit of picture information inputted from a picture input means 1 is supplied to an individual character recognizing means 2, and an individual character recognition is performed. The result of the individual character recognizing means 2 and that of a character string retrieving means 5 are stored at a character string storing means 3. A character string regulation storing means 4 stores a character string regulation regulated with the kind and the position relation of the individual character and the partial character string to extract the character string appearing on the objected drawing, and the character string retrieving means 5, based on the regulation stored at the character string regulation storing means 4, generates a new character string, or a new partial character string in a storey shape from a partial character string group in the character string storing means 3.
