A simulator (10) for simulating provision of services to users in a communication network including network devices, includes simulation devices (13) each representative of a corresponding one of the network devices. Simulation device (13) include a plurality of user-plane application modules (UP) simulating functionality's of services provided via the corresponding network device. The application modules (UP) are configured for running application programs by associating to each application program a quality of service (QoS) profile. The quality profile is representative of the quality requirements of a respective service provided to at least one simulated user and includes a set of quality of service parameters (QoSparams). By setting different parameters the profile defines different services.
