PROBLEM TO BE SOLVED: To provide a multi-layer belt or image carrier capable of ensuring high accuracy in the density detection and the position detection. SOLUTION: The belt includes a surface layer and an underlayer, and the interface between the surface layer and the underlayer is roughened so that the light made incident on the interface between the surface layer and the underlayer can be reflected irregularly.
