PROBLEM TO BE SOLVED: To improve an assembly structure to surely prevent leakage of resin foam in addition to reduction of manufacturing costs, with respect to a heat insulating panel applied to a main body case of an open showcase and the like. SOLUTION: In this heat insulating panel composed of two sheets of inner and outer panel boards 7, a frame body 8 disposed between the panel boards along a peripheral edge of the panels, and a heat insulating material 9 packed in a space surrounded by the panel boards and the frame body, the heat insulating material is composed of the resin foam obtained by injecting liquid concentrate into the space in a state of temporarily assembling the panel boards and the frame body and foaming the liquid concentrate. The peripheral edges of the panel boards are faced inside of the panel, U-shaped flange portions 7b are formed by sheet metal processing, the frame body 8 made of a soft material of low hardness such as a styrol resin is butted to tips of the flange portions to temporarily assembling the panel, and the resin foam of the heat insulating material is injected into the internal space, and foamed. The frame body receiving foaming pressure of the resin is pressed outward, and embedded into the tips of the flange portions 7b, thus the leakage of the resin foam can be surely prevented.
