PROBLEM TO BE SOLVED: To lower the thermal conductivity in the temperature region not higher than the boiling point of a blowing agent in a phenolic resin foam produced by using the hydrocarbon blowing agent. SOLUTION: In expansion-molding a phenolic resin by using a hydrocarbon blowing agent of a boiling point of 20°C or higher, 1.1 to 10.0 pts.wt. trifluorochloroethylene oligomer is added to 100 pts.wt. phenolic resin, and the resulting mixture is expanded.
