PROBLEM TO BE SOLVED: To provide an adhesive composition and an adhesive sheet uniformly peelable without generating staining on an adherend with residual adhesive, etc., or forming partial adhesion on the whole adherend surface. SOLUTION: An adhesive layer composed of an adhesive composition containing thermally expansible small spheres and an adhesive is applied to a substrate film or sheet to obtain an adhesive sheet. The difference of height between the highest point H1 and the lowest point H3 of the adhesive layer after the expansion of the thermally expansible small spheres is≤100μm, and the sheet satisfies the formula S<SB>H1-H2</SB>/S<SB>0</SB>=0.4 to 10 wherein S<SB>0</SB>is a specified surface area and the S<SB>H1-H2</SB>is the surface area from the highest point H1 on the irregular adhesive surface to H2 (a specified height defined by H1-20μm).
