PROBLEM TO BE SOLVED: To provide an illumination controller capable of controlling illumination so as to avoid hindering comfortable sleep.

SOLUTION: The illumination controller 10 for controlling an illuminator 30 is provided with: a sleep state detection means for detecting a sleep state of a user; and an illumination control means which instructs the illuminator 30 to emit light of a wavelength band where a melatonin formation suppressing effect is comparatively small when the sleep state detection means detects the before-falling-sleep state of a user, and to emit scotopic light when the detection means detects arousal during sleep of the user.
