PROBLEM TO BE SOLVED: To enable to view a program by recognizing a multicast address only by a remote control operation when selecting a channel to be distributed by multicast via an IP network.

SOLUTION: The program relay apparatus has a table having an NIT extracting function and storing the multicast address of a received IP packet and information stringed to the number of a remote controller described in the NIT, and a receiver outputs the information stringed to the number of the remote controller. The program relay apparatus transmits the multicast address of a program corresponding to the information stringed to the number of the remote controller requested from the receiver.
