<P>PROBLEM TO BE SOLVED: To perform flexible and high security access control. <P>SOLUTION: A sequencer 91 manages a storage area of an EEPROM 66 for storing data to offer predetermined service in a hierarchical structure. An area definition area which is a part of the storage area of the EEPROM 66 stores a hierarchical key for each hierarchy of the storage area of the EEPROM 66, and a service definition area which is a part of the storage area of the EEPROM 66 stores a data storage area key for the storage area of the EEPROM 66 in which data are stored. Further, the sequencer 91 generates one or more authentication keys to be used for accessing the storage area of the EEPROM 66, by using two or more hierarchical keys or data storage area key, and performs authentication based on the generated authentication keys.
