PROBLEM TO BE SOLVED: To provide a disaster information distributing device capable of providing refuge information suitable to individual users; at a disaster. SOLUTION: This disaster information distributing device (1) is provided with a means (13) of storing user information containing address information of terminal devices; a means (11) which is connected to a disaster information transmission source (4) and receives information indicating that a disaster has taken place; a means (15) of distributing the disaster occurrence information containing a command to forcibly actuate a specific mounted application to the terminal devices at a time through a network; a means (16) of receiving a transfer request transmitted from a terminal device, having received the disaster occurrence information and containing the location information of the position of the terminal device; a means (17) of generating refuge information, corresponding to the received location information individually by respective terminals; and a means (10) of individually transmitting the refuge information, generated individually by the terminal devices, to the respective terminal device.
