PROBLEM TO BE SOLVED: To make it possible to efficiently avoid to be an operation impossible state by a performance limit of a processing module. SOLUTION: A massage input management device is provided with a condition discrimination means which confirms a number of predetermined messages which are delivered to the processing module in a unit time which goes back a predetermined time to the past from an arrival time point, and determines whether the confirmed number of messages is over a predetermined establishment number or not, when the predetermined messages arrive in the message input management device which manages transfer of the received predetermined messages according to processing capability of the processing module; and a transfer limiting means which limits transfer of the received predetermined messages this time to the processing module, when the condition discrimination means discriminates that the messages exceed the predetermined established number.
