PROBLEM TO BE SOLVED: To provide a pipe connecting structure and a pipe connecting method capable of improving working efficiency without reducing water cut-off performance. SOLUTION: This pipe connecting structure is constituted so that a cylindrical cover member 17 is divided into a first cover part 18 and a second cover part 19 removably joined to the first cover part, and an annular seal member 25 elastically deformable for cutting off water between the respective cover parts 18 and 19 and respective permeation preventive layers 13 is arranged between the respective cover parts 18 and 19 and the permeation preventive layers 13 of respective pipe members 12. End parts 18c and 19c of the respective cover parts 18 and 19 overhang to the inside of the respective cover parts 18 and 19 for compressing respective seal members 25 between the respective insertion ends 16a of a joint body 16 of a pipe coupling 15 when mutually joining the respective cover parts 18 and 19, and an overhang quantity of the other end parts 18c and 19c of the respective cover parts 18 and 19 is set so as to receive the respective pipe members 12 forming the permeation preventive layers 13 with play.
