PROBLEM TO BE SOLVED: To provide a treatment process which enables the easier and more effective promotion of the transdermal delivery of water-soluble medicaments in a method of the transdermal delivery of diversified water-soluble medicaments and a kit for the process. SOLUTION: After a pre-treatment of the skin in which a composition containing an ionic substance is brought into contact with the skin to carry out iontophoresis (Anodal IP) from the positive electrode side, a composition containing the water-soluble medicament is applied to the skin to enhance the permeation of the water-soluble medicament into the skin. When the water-soluble medicament is negatively charged, after the application of the medicament, an iontophiresis (Cathodal IP) is carried out from the negative electrode side thereby enhancing the promotion the transdermal delivery of the water-soluble medicament.
