<p><P>PROBLEM TO BE SOLVED: To provide an electronic control device of simple and compact constitution, in which multiple functions are usable with high reliability, and action management thereof. <P>SOLUTION: In a case where the power of an own vehicle is in an accessory-on (ACC-on) state, an action management device 1 reads a navigation program 2a from an HDD 2 to be sent to an ECU 11. The ECU 11 executes the navigation program 2a to carry out the navigation function of showing the route to a destination. In the meanwhile, in a case where the power of the own vehicle is in an accessory-off (ACC-off) state, the action management device 1 reads a security program 2c from the HDD 2 to be sent to the ECU 11.
