PROBLEM TO BE SOLVED: To satisfy both of miniaturization of a cleaning device and improvement in performance to remove spherical toner remaining after transfer with a wide distribution over both polarities in cleaning of an electrophotographic photoreceptor, to increase the efficiency of toner recovery, to improve protection of electrodes, and to improve the convenience and maintainability of an image forming apparatus. SOLUTION: The image forming apparatus comprises: a latent image forming means to form an electrostatic latent image on an image carrier; a developing device for developing the electrostatic latent image with toner; and a cleaning device for removing unnecessary toner sticking on the image carrier surface from the image carrier surface by means of a cleaning blade for cleaning the image carrier and a rotating brush member located on an upstream side of a contact position of the cleaning blade in a rotation direction of the image carrier, wherein a plurality of brush members collect and hold toner remaining after transfer and sticking on the image carrier surface, and then the toner is recovered from the brush members at the same time by means of a collection roller having at least one pair of electrodes corresponding to the plurality of brush members on a surface thereof.
