PROBLEM TO BE SOLVED: To provide an air conditioning management device, an air conditioning control system, an air conditioning management method, and an air conditioning management program with good energy consumption efficiency capable of setting a comfortable air conditioning temperature for each user. SOLUTION: The air conditioning management device 1 manages air conditioning of one or more regions 7 where a plurality of users enter and exit, and is equipped with identification information-obtaining parts 12, 22, entering/exiting time information-obtaining parts 13, 23, an individual suitable temperature information-storing part 25, a residing time calculation part 31, and an air conditioning-setting temperature calculation part 32. The identification information-obtaining parts 12, 22 obtain identification information for identifying users. The entering/exiting time information-obtaining parts 13, 23 obtain entering/exiting time information which is time information of entering and exiting of users in the regions 7. The individual suitable temperature information-storing part 25 stores individual suitable temperature information which is temperature information suitable for the users. The residing time calculation part 31 calculates the residing time of each user in the regions 7 based on the entering/exiting time information. The air conditioning-setting temperature calculation part 32 calculates the air conditioning-setting temperature of the regions 7 according to priority concerning the individual suitable temperature information and the residing time.
